Our Board

Brian Dolan – Chairperson

Brian has spent over 35 years in the telecommunications and IT consulting industries where he has built and led high powered organizations and is a well respected executive. Brian grew up in the Bronx, NY where his father was an NYPD Officer, this is where he saw first hand the positive impact first responders can make in a community. This has been the touchstone as to why Brian wanted to give back to his local community, by leading the Milton First Responder Foundation, to support those who serve OUR neighborhoods.


Brian lives in Crabapple, with his wife Lara. They have 2 daughters; Olivia, she is currently attending Law School in Chicago and Carly, lives in Buckhead, currently a Junior at Georgia State Univ, pursuing a degree in hospitality and working full time. The Dolan family is passionate about volunteerism and giving back to the community.

Bradley P. Serff – Co-Chair

Brad is the Regional President of the Georgia and North Florida markets for The First Bank, based in Hattiesburg, Mississippi.  He served as President and Chief Banking Officer of Heritage Southeast Bank, as well as a member of the bank’s board from September 2019 thru December 2022.  Prior to the merger of Providence Bank into Heritage Southeast Bank in September 2019, Mr. Serff served as President, CEO and a founding director of Providence Bank from 2006 – 2019.   Mr. Serff served as chairman of the Milledgeville Baldwin County CVB, director of the Milledgeville / Baldwin County Development Authority and Chamber of Commerce, Chairman of Oconee area United Way, board member of the J. Whitney Bunting School of Business and co-founder of the athletic foundation at Georgia College & State University   He also served as club president for the Milledgeville Rotary Club.  He is a graduate of Leadership North Fulton, Leadership Baldwin and Leadership Georgia.  In October 2004, Mr. Serff was selected by Georgia Trend magazine as one of the state’s “40 under 40.”  He is the past Chairman of the Community Bankers Association of Georgia, the past Chairman of YMCA Camp High Harbor Services and is a past president of the Milton Rotary Club.  Mr. Serff currently serves as a board member of the North Fulton Rotary Club.  He is also the Vice Chairman Milton First Responders Foundation.  He currently serves as a director for the Georgia Bankers Association.   Mr. Serff and his wife, Dawn, have two daughters and reside in Milton.


Also:  Mr. Serff participated in the City of Milton’s first Citizens Police Academy.  After completing the course many of the participants looked for ways to support the city’s first responders.  That desire to help later became the Milton First Responders Foundation.  Mr. Serff has been active on the Foundation since its inception.

Robyn Pinto – Treasurer

Robyn has been a resident of Georgia since 1992.  She lives in Milton with her husband of 30 years, and her 3 children.  Over past 18 years, while living Milton, Robyn has given back to the community through her participation in the following volunteer organizations:


  • Child care group leader at Northpoint Community Church
  • Troop Leader for Girl Scouts of America, Milton Chapter
  • College research and enrollment advisor at Milton High School
  • Treasurer for Ray Thomas Memorial Church
  • Treasurer and Vestry member for St. Clements Episcopal church
  • Treasurer for Boxtree Manor Home Owner’s association
  • Serving people experiencing homelessness in Atlanta


Robyn is also the majority owner of an advisory services firm, Sylvan Advisory and Consulting LLC, where she is responsible for the day-to-day operations of a consulting firm that provides advise and counsel to small and medium-sized business.

Jeannette Citta – Board Member

Jeanette Citta has lived in the North Fulton/South Cherokee area for over 30 years. After moving to Atlanta with her job and marrying her husband, Greg, she fell in love with the North Fulton area. As soon as the city was incorporated, she applied for a position withthe City of Milton Public Safety Dept. Jeanette was the sole administrative support during the start-up of both departments where she had the pleasure of working with Jan Fowler supporting the departments outside of her 8-5 position. She spent the next 15 years assisting the MFRF and graciously accepted the invitation in 2022 to become a full-time member of the board.


Jeanette has volunteered with her HOA, children’s school, church and works tirelessly in connecting community needs with local churches and businesses. She continues her employment with the City of Milton Community Development Dept. and enjoys time with her children and grandson along with the pups!

Jan Fowler – Board Member

Jan and her husband have been Milton residents since 1994 and have two grown sons and three grandchildren. Supporting Public Safety is extremely personal for Jan, as her brother is a retired Fire Captain with 29 years of service and she has three nephews in Law Enforcement - two in Fire Service and one is an EMT.


Jan is a retired executive administrator, computer instructor and freelance computer consultant. Jan has enjoyed giving back to her community for over 40 years, most notably as:


  • American Red Cross Disaster Action Team – Dallas County Sector Coordinator
  • Volunteer for the Atlanta Committee for the Olympic Games
  • Chair of Milton’s “Furnish the Firehouse Fund”
  • Founding Member of the Milton Roundup Committee
  • Founding Board Member, Chairperson and former Grant Committee Chair of the Milton Public Safety Fund

Mike Bell – Board Member

Michael has spent the last 23 years of his career in the mortgage industry. He has worked in all facets of the industry from mortgage banking, correspondent lending and the mortgage brokerage side of the business. Michael moved to Milton in 2017 to start his daughter in kindergarten at Crabapple Crossing Elementary. At this time Michael decided he wanted to work towards being more involved in the Milton Community. Michael has volunteered at his daughter’s elementary school, swim team events and other community activities. Michael served on his neighborhood's HOA board as president for 3 years and during that time helped make some significant changes that impacted the value of the community.


Michael lives in Crabapple, with his wife Erin. They have a daughter, Isla, currently attending Northwestern Middle School. Michael’s family calls Milton home and wants to serve the community that has given them so much in the short period of time they have lived here.
